Officers Kevin Hilton and Unique Sheppard, as well as Breshawn Webb, have been indicted and will be prosecuted by the office’s Public Trust and Police Integrity Unit for their roles in a pair of incidents.

Last month, while suspended from the department, it is alleged that Sheppard was involved in a car accident in Baltimore, during which she was reported found with drugs, paraphernalia, and a loaded Glock handgun.

She was charged by the grand jury with:

  • Wear/carry/transport of a handgun;
  • Misconduct in office;
  • Conspiracy to commit tampering with evidence.

In a separate incident, Hilton was accused of shoving a man with a bum leg into a police car while he was handcuffed during an arrest in May last year.

Hilton was charged with second-degree assault and misconduct in office. If convicted, he faces up to 10 years in prison.

Webb was charged with tampering with evidence and faces up to three years in prison if he is found guilty.

“It is imperative that our police officers conduct themselves in a manner worthy of wearing the badge and serving the residents of Baltimore," Baltimore City State's Attorney Ivan Bates said. "The allegations in these cases are uncharacteristic of the honorable men and women of the Baltimore Police Department and completely unacceptable.”
